POSITION:  PROGRAM DIRECTOR
DEPARTMENT:  CHILD DEVELOPMENT PROGRAM (CDP)
REPORTS TO:  EXECUTIVE DIRECTOR
SUPERVISES:  CDP STAFF

BASIC FUNCTION:

Responsible for city-wide Child Development Program operations.  Develops, organizes, and implements CDP plan, policies and procedures to meet federal, state and local laws and Agency guidelines, and provides community relations, program evaluation, and staff relations and development.

 PRIMARY RESPONSIBILITIES:

  1. Plans and coordinates Agency’s city-wide CDP program including all service areas; and directs daily program operations.

  2. Develops policies and operating procedures in compliance with EOC Performance Standards and philosophy, federal and state laws, funding contracts, and agency objectives.

  3. Coordinates and participates in the preparation of annual grant proposal, federal, state, or local funding applications, annual CSD Reports, and related grants and contracts.
  4. Develops, administers, and monitors annual program budget.
  5. Participates in staff recruitment in accordance with union agreement, agency procedures, and employment laws.
  6. Fosters cooperative partnerships with community members and organizations, and the Child Development Division of the State Department of Education.
  7. Provides leadership to CDP staff.  Reviews and recommends development of CDP personnel.  Supervises program staff.
  8. Administers personnel policies and procedures within Agency and funding source guidelines; recommends policy changes as necessary.
  9. Maintains professional conduct; works cooperatively with CDP staff, EOC Executive staff, and parents; treats all children and their families with dignity and respect.
  10.  Performs related duties as required by the Programs Manager.

 

MINIMUM QUALIFICATIONS:

  1. Permit issued by Commission on Teacher Credentialing authorizing supervision of a child care and development program operating in multiple sites.  This can be either, Child Development Program Director Permit or Children’s Center Supervision Permit; or

    Current credential issued by the Commission on Teacher Credentialing authorizing teaching service in elementary school or a single subject credential in home economics, and 6 units in administration/supervision of ECE/CD and 12 units of ECE/CD or at least 2 years’ experience in an ECE/CD program; or

    An Administrative Services Credential authorizing administration or supervision in public schools in California that includes a preschool authorization.

  2. Extensive knowledge of early childhood education and child development theories.
  3. At least five years experience in non-profit management and grant writing, or five years experience directing a child development, or health or family services program.
  4. Strong leadership capabilities; ability to provide leadership to staff, clientele and community.
  5. Sensitivity to the multicultural needs of economically disadvantaged preschool children and their families.
  6. Bi/multilingual in Spanish, Russian, Chinese, Southeast Asian language(s) a plus.

POSITION TITLE:  ACCOUNTANT (Temporary)

BASIC FUNCTION:
Perform bookkeeping, accounting and other related duties in the maintenance of fiscal reports, examinations, analysis and verification of fiscal records.  Perform a variety of auditing, budgeting, payroll and accounting functions in an automated integrated accounting system as well as maintain property inventory records.

PRIMARY RESPONSIBILITIES:

  1. Input financial data through an automated accounting system and generate financial reports, general ledger, accounts payable, and accounts receivable reports.

  2. Maintain the records of financial reports and journal entries.

  3. Prepare periodic and ad hoc reports.

  4. Review program invoices and payment requests.

  5. Calculate and prepare cost distributions and maintain routine cost records involving distribution of labor material and other expenditures.

  6. Monitor the delegate agencies, and perform accounting work on grant reports and statements.  Prepare and type required financial reports and statements.

  7. Assist the external and internal audit with accounting records and reports.

  8. Assist with compiling budget information and prepare budget variance report.

  9. Maintain the property inventory reports and records.

  10. Perform other duties as assigned.

 

MINIMUM QUALIFICATIONS:

  1. B.A. in accounting and experience in bookkeeping or accounting.

  2. Knowledge of fund accounting preferred.

POSITION TITLE:  Energy Program Manager
DEPARTMENT:   Energy Assistance

Weatherization and Energy Assistance Staff

BASIC FUNCTION:

Responsible for managing, promoting and developing the Weatherization and Energy Assistance programs.  Includes consumer information, education and program support statistics.                                     

PRIMARY RESPONSIBILITIES:

  1. Plan and budget Energy Assistance Program.

  2. Prepare all monthly and quarterly Energy reports.

  3. Submit all Energy grant proposals.

  4. Develop and expand the Energy program in all project areas.

  5. Organize an Energy Coalition Committee to speak out on energy concerns of the low income community and to work towards a positive solution of these concerns.

  6. Provide educational information on energy conservation through literature, workshops, home contacts and other social services.

  7. Promote public relations with news media, public officials, clientele and community services.

Internship and Volunteer Opportunities at EOCSF

            The Economic Opportunity Council of San Francisco (EOCSF) is currently seeking interns and volunteers to assist with our child development program. The EOCSF is a non-profit organization that assists low-income families in San Francisco to achieve economic independence through a combination of interrelated services. Though our administrative office is based in the Fillmore District, the EOCSF operates twelve subsidized childcare centers city-wide. We also operate a community resource center in Potrero Hill and have other programs that provide assistance for residents struggling due to the rising cost of energy. Undergraduate interns will work under our site directors, assisting with various operations at our child care centers. Students majoring in sociology, psychology, education, political science, economics or women’s studies are encouraged to apply, but all applications will be considered. A desire to work with children and low-income families is also encouraged.

A three hour per week time commitment is encouraged, but applicants able to make a larger time commitment are preferred. BASIC FUNCTION:  Preparatory educational instruction for preschool children. 

PRIMARY RESPONSIBILITIES:

  1. Plans and teaches daily group lesson.  Instruction must be age appropriate to the developmental level of the children, and shall emphasize cooperation in the classroom while promoting the personal growth of each child.

  2. Maintains required classroom records.  Observes and reports significant individual and group behavior, and conducts child development reviews periodically.

  3. Attends parent and staff meetings.  Participates in parent education and encourages parent involvement.

  4. Provides safe and adequate supervision of children.  Cleans and organizes the classroom as necessary.


MINIMUM QUALIFICATIONS:

  4. Cleans and organizes classroom as assigned.

POSITION: OUTREACH COORDINATOR

BASIC FUNCTION:

Oversees all aspects of the Family Resource Center Program recruitment and enrollment. May participate in recruitment and service delivery at sites besides the Resources Center.

  2. Coordinates public service announcements, neighborhood fliers and door-to-door campaigns.

  3. Collaborates with public service agencies serving low-income families to notify clients of the Family Resource Center services.

  4. Conducts walk-in and scheduled enrollment appointments with clients. Remains knowledgeable of current enrollment criteria and eligibility requirements .

  5. Collects Family Resource Center Program data in conjunction with service plan cycle.

  6. Works cooperatively with all service area coordinators.

  7. Maintains a professional attitude working cooperatively with Center staff and clients.

  8. Performs other duties as assigned by the Family Service Center Coordinator.

MINIMUM QUALIFICATIONS:

  1. Associate degree in social work education or human resources from an accredited college or university with agreement to work toward BA.

  2. Two years experience and sensitivity in working with low-income and culturally diverse families.

  3. Computer proficiency - Windows platform, word processing, spreadsheets, database management.

  4. Bi/multilingual in Spanish, Russian, Chinese, Southeast Asian language(s) a plus.
